If livestreet is a CMS then they should be able to create categories and subcategories for classification blogs or topics.

Yes, but the advantage if they have default this things should be that in every new version users will not have to wait that plugins to be updated. And what will happen if the author will not update the plugin? Entire community will suffer because of it?

We already have a decision about adding big functionality into core — some functions must realised by plugins, coz not all users of LS want to rotate on their servers slow turtle.
